What is Capital Resource Conservation and Development (RC&D)?

The Capital Resource Conservation and Development (RC&D) Area Council is a locally led nonprofit organization that builds partnerships of concerned citizens, businesses, agencies, and organizations in its seven county area to enhance the quality of life for the people who live and work there. Focused primarily in the counties of Adams, Cumberland, Dauphin, Franklin, Lancaster, Lebanon, and York, Capital RC&D networks the people, resources and expertise into projects that promote the wise use and conservation of our natural and community resources.

How does the Capital RC&D work?

Program activities are initiated and directed by the volunteer RC&D Council consisting of representatives of local government, conservation districts, business, development organizations, nonprofit groups and individuals. The Council sets goals and objectives designed to strengthen communities, establish needed infrastructures, and improve economies of the region. The Council evaluates project ideas provided by community members and provides necessary tools to carry out selected projects. Needed tools include locating technical expertise and partners (including volunteers) as well as assisting with financing through funding searches and grant writing. RC&D projects can focus on land conservation, water management, community improvements, alternative energy applications, recreation and tourism, forestry, resource recovery/recycling, rural economic development, as well as public information and education. Because the Capital RC&D Council has a unique structure and leadership that focuses on achieving area goals through a locally led process, the program and its projects accurately reflect the environmental, social and cultural values of our region.
