Organizational Background: The Headwaters Resource Conservation and Development Council was formed in 1978 as 501 (c)3 non-profit organization to coordinate both public and private agencies for projects developed to address the needs of six counties in the Headwaters Resource Conservation and Development Area. In 1988 and 1989, two counties were added, establishing an eight county area operating today. |

A long-range plan guides the Council to address the needs of the region and set goals and objectives. Annual plans are developed to address the concerns of resource areas in agriculture, forest resources, community development, environmental education, water and recreation.
The Council raises funds for staff to coordinate activities on a full-time basis. The staff consists of a Natural Resource Specialist, Accountant, and administrative support. The majority of projects are actually funded by the local sponsors.
The plans for 2004 include numerous projects to address natural resource concerns in this eight county area. Examples of these projects include: Grassroots assistance in the formation of local watershed groups, an area wide rail to trail effort to develop a network of interconnecting trails, construction of passive abandoned mine drainage treatment ponds, best management practices in agriculture to protect streams, college intern development for on the job training and projects for natural resource students, community protection through fire hydrant placement, and resource education.
When completed, we expect to have accomplished significant progress in revitalizing our communities by integrating the responsible use of natural resources to provide a high quality of life for today and hope to sustain that quality in the future.
The Council meets quarterly with the Trust to assess progress, set new goals, and resolve issues concerning project activities.

Headwaters’ location in north central Pennsylvania makes it the prime area to visit, vacation, live and do business. Just a half-day’s drive can bring you from NYC, D.C., Cleveland, Pittsburgh, Baltimore, Philadelphia, Buffalo, or Niagara.
Historical towns highlight the breath taking Victorian architecture. Gorgeous Victorian homes, bed and breakfasts, and public buildings delight all in towns like Brookville, Smethport, Bellefonte, Ridgeway, Emporium and Saint Mary’s. Local wineries offer tours and welcome tasters. The history of the coal, gas and oil industry is fascinating.
