The Headwaters Resource Conservation and Development Council was formed in 1978 as 501 (c)3 non-profit organization to coordinate both public and private agencies for projects developed to address the needs of six counties in the Headwaters Resource Conservation and Development Area. In 1988 and 1989, two counties were added, establishing an eight county area operating today. |

A long-range plan guides the Council to address the needs of the region and set goals and objectives. Annual plans are developed to address the concerns of resource areas in agriculture, forest resources, community development, environmental education, water and recreation.
The Council is supported by the Headwaters Charitable Trust. The Council raises funds for staff to coordinate activities on a full-time basis. The staff consists of a Natural Resource Specialist, Accountant, and administrative support. The majority of projects are actually funded by the local sponsors. The Trust also will seek funds to augment the local funding where there is a demonstrated need and opportunity to enhance the goals sought by the Trust.
The plans for 2002 include numerous projects addressing natural resource concerns in this eight county area. A portion of these projects include: grassroots assistance in the formulation of their local watershed groups to address area water quality issues, to design and construct 26 mils of rail-trails, to support profitable agriculture through grazing system application and innovative farming ideas, to continue to remove toxic elements from abandoned mine drainage by building passive treatment systems and develop a long-term operation and management plans for these systems, to support a network of eleven Americorps/*VISTA volunteers to help area communities with watershed restoration and youth programs, and to develop a plan for enhanced access of the Trust's Snow Shoe Rail Trail through work on the recently acquired Gulf USA property north of Interstate 80.
When completed, we expect to have accomplished significant progress in revitalizing our communities by integrating the responsible use of natural resources to provide a high quality of life for today and hope to sustain that quality in the future.
The Council meets quarterly with the Trust to assess progress, set new goals, and resolve issues concerning project activities.
